This Caribbean Island Just Went 100% Renewable – Via Winston Connolly

Bonaire (pop. 14,500), a small island off the coast of Venezuela, is famous for its beautiful marine reefs, which are visited by 70,000 tourists every year.

What many of the tourists don't realize is that the majority of the electricity powering their needs comes from renewable energy. Yet for the residents of Bonaire, the switch from fossil-fueled to renewable energy systems has made a world of difference.

Like many Caribbean islands, Bonaire originally relied on diesel fuel to generate electricity for residents, with a peak demand of 11 megawatts (MW). This fuel had to be shipped in from other nations, resulting in high electricity prices for Bonaire residents, along with uncertainty about when and how much prices might increase with changing fuel costs.

In 2004, everything changed when a fire destroyed the existing diesel power plant. Although tragic, the situation provided an opportunity for Bonaire to consider what kind of new electricity system to build. Temporary diesel generators were rented to provide power for the short term. Meanwhile, the government and local utility began working together to create a plan that would allow Bonaire to reach a goal of generating 100 percent of its electricity from renewable sources.

The result is a transformed electricity system on Bonaire. The island is now home to 12 wind turbines with a total of 11 MW of wind power capacity, which contribute up to 90 percent of the island's electricity at times of peak wind, and 40-45 percent of its annual electricity on average.

Battery storage (6 MWh) is included in order to take advantage of available power in times of excess wind, and provide that stored electricity in times of low wind. The battery also boosts the reliability of the overall system—it is capable of providing 3 MW for over two minutes, allowing time for additional generation to be started when there is a sudden drop in wind.

The Bonaire system also includes 14 MW of diesel generation, five total generators, which provide the necessary power to meet the load when there is not enough wind power available. The generators are equipped to run on both traditional diesel as well as biodiesel. The next steps in the island's energy transformation involve using local algae resources, grown in the large salt flats on the island, to create biofuel, which can then be used in the existing generators. This will allow Bonaire to operate a 100 percent renewable electricity system—with on average 40–45 percent from wind and 55-60 percent from biodiesel.

The new electricity system led to more reliable electricity, more employment opportunities, reduced dependence on oil (and its fluctuating prices), and a reduction in electricity bills. Bonaire residents currently pay $0.22/kWh for electricity, much lower than prices on other nearby Caribbean islands, which are often $0.36/kWh or above.

When oil prices spiked in 2008, while Bonaire was still using temporary diesel generators before making its transition to renewables, electricity prices on the island reached $0.50/kWh. The new electricity system also created jobs for the construction and ongoing operation of the wind farm, and for research and development of algae production capabilities and conversion to biofuel. Additional employment opportunities will be created for continuing algae production and operation of the biodiesel plant.

The success of the updated electricity system on Bonaire provides an important example to other nearby islands of the opportunity to achieve high levels of renewable energy penetration.

Caribbean States ‘lighting path’ towards sustainable future, says UN chief in Barbados

This meeting was among the UN chief’s first stops in Barbados, where later on Thursdayhe is expected to make opening remarks to the 2015 Caribbean Community (CARICOM) Summit, and where tomorrow, he will, among others, hold an interactive dialogue at the University of the West Indies.


“Twenty years ago, this very building was the site of the First Global Conference on Small Island Developing States that adopted the Barbados Programme of Action – the first compact between this group and the international community,” he noticed


For small island developing States, Ban added, this space is “hallowed ground.”

Encouraged by the presence of so many leaders of governments, regional and international organizations, the private sector, academia, and civil society, the Secretary-General highlighted the “continuing Caribbean commitment to put our world on a safer, more sustainable and equitable pathway,” a few days from theThird International Conference on Financing for Development in Addis Ababa, Ethiopia.

“As leaders of some of the most vulnerable countries in the world, you don’t need to be told that our planet is at grave risk. You are on the climate frontlines. You see it every day,” he continued.

Convinced that sustainable development and climate change are “two sides of the same coin,” the UN top official went on to say that this generation could be the first to end global poverty, and the last to prevent the worst impacts of global warming “before it is too late.”


To get there, he underlined, the international community must make sure that the proposed sustainable development goals (SDGs) are “focused, financed and followed up – with real targets, real money and a real determination to achieve them.”


Considering these goals as a sort of a “to-do list for people and the planet”, Ban emphasized that it will take partnerships to make that happen. In that regard, he said, the Third International Conference on Small Islands Developing States in Samoa last year laid a pathway for collective action and success within the post-2015 development agenda.


But, as the world prepares for a new sustainability framework and the sustainable development goals, a number of critical partnership areas must be strengthened, in particular the need for capacity building; financing; access to technology; and improved data collection and statistics.

Member States also must continue working together to link the global agenda to regional agendas and to deepen regional integration and to address the “unique needs and vulnerabilities” of small island developing states and middle-income countries, such as the debt challenge.

“And we need to keep forging the way forward towards a low-carbon, climate-resilient development pathway that will benefit both people and the planet,” the Secretary-General underlined.

He gave the assurance that, through the Green Climate Fund, and in working with world leaders, he will continue to insist that small islands and least developed countries are top funding priorities.


“My main message to you is to remain fully engaged and keep working with us to strengthen our partnership during this vital year for humanity. Together, we can build a better, more sustainable world, for all.”

Later, in an address to an event on ending violence against women, the Secretary-General said the Caribbean has among the highest rates of sexual assault in the world. Three Caribbean countries are in the global top ten for recorded rapes. Moreover, he noted that in the eastern Caribbean, UNICEF estimates that child sexual abuse rates are between 20 and 45 per cent – meaning at least one in five precious children are affected. Most are girls who have no choice but to live close to their attacker.

“They desperately need our help. Too many women are afraid to seek help. One study showed that up to two thirds of all victims suffer without ever reporting the crime. I am outraged by this. Shame belongs to the perpetrators – not the victiWe have to change mindsets – especially among men,” declared the UN chief.

In that light, he said he was proud to be the first man to sign onto the UN’s HeForShecampaign, and he invited more men to take the HeForShe pledge.

“I encourage you to join UNICEF’s End Violence global campaign. And every day, I count on all of you to work for true equality.”


In the margins of the 36th meeting of the Conference of Heads of Government of the Caribbean Community in Barbados, the Secretary-General met with Prime Minister Freundel Stuart, and Minister for Foreign Affairs and Foreign Trade, Maxine McClean, of Barbados, a country he congratulated for its upcoming leadership of CARICOM. Bahamas takes on renewable energy challenge – Missed Opportunity for Cayman?

The Bahamas has become the latest recruit to Richard Branson's green energy drive for Caribbean islands.

Branson's Carbon War Room NGO is aiming to help islands in the region transition from expensive fossil fuel imports to using their own renewable energy resources as part of its Ten Island Challenge programme.

This week the Bahamas joined the push, committing to developing 20MW of solar PV generation in the outer Family Islands, bringing energy efficiency and solar solutions to a local high school, and replacing streetlights across the nation with energy efficient LED lights.

Carbon War Room plans to support these goals by providing the country's government with a range of technical, project management, communications, and business advisory services.

The Bahamas joins the islands of Aruba, Grenada, San Andres and Providencia in Colombia, Saint Lucia, and Turks & Caicos in the challenge, which aims to generate how small states can decarbonise in a cost-effective manner.

“The Bahamas' entry into the Ten Island Challenge signals another step forward for the Caribbean region in the effort towards a clean energy future,” Branson said in a statement. “The progress made in The Bahamas will help inspire other islands to work towards accomplishing their renewable energy objectives.”

While the focus to date has been on Caribbean islands, earlier this year Peter Boyd, Carbon War Room's chief operating officer, told BusinessGreen the programme could expand into the Pacific and to isolated communities, military bases, or mines. “There are island energy economies even if the 'island' isn't surrounded by water,” he said at the time.

Turks & Caicos Joins The Caribbean’s Renewable Energy Race

New York, October 16,2014— Tlirks & Caicos fTCI) deepened its commitment to advancing renewable energy by joining the Carbon War Room’s Ten Island Challenge today.

The Premier of Turks and Caicos, the Honorable Doctor Rufus Ewing, and Carbon War Room Operation Director, Justin Locke, signed a Memorandum of Understanding, committing to work together to reduce the island’s dependence on fossil fuels through increased renewable energy production and improved energy efficiency.

In order to achieve this vision, the Carbon War Room and Rocky Mountain Institute will provide a range of technical, project management, communications, and business advisory support services.

The MOU signing builds on a commitment made by the Governor of Turks and Caicos, Peter Beckingham at the Creating Climate Wealth Islands Summit in February 2014, when Turks & Caicos expressed interest in joining the Challenge.

The Ten Island Challenge

The Ten Island Challenge works to accelerate the transition of Caribbean island economies from a heavy dependence on fossil fuels to renewable resources. Caribbean economies suffer from some of the highest electricity prices in the world—contributing to their national debts, and slowing efforts toward sustainable development. Despite an abundance of sun and wind, Caribbean islands have implemented relatively low amounts of renewables to date. The Ten Island Challenge is tackling this by identifying the technical and commercial solutions that can facilitate low-carbon energy use in the Caribbean.

In 2013, Sir Richard Branson committed his home of Necker Island in the British Virgin Islands to serve as a ‘demo’ island in the Challenge, and, in February of this year, US energy giant NRG Energy was awarded the contract to transition the island to renewables. More

Latin America And Caribbean Region Expected To Install 9 GW Of Solar In 5 Years

That solar photovoltaic (PV) technology is poised to become a dominant energy generation technology throughout the world is of no surprise to most, but the sheer wealth of possibility being forecast throughout the middle and southern hemispheres begins to give an idea of just how prevalent the technology will be by the end of the decade.

Figures published by NPD Solarbuzz have so far predicted that several of the major Asia Pacific nations will account for 60% of solar PV demand in 2014, while being primary drivers of growth over the next several years, at the same time as the Middle East and Africa region currently has close to 12 GW of solar demand in the pipeline.

So it should really come as no surprise that NPD Solarbuzz’s recent figures show that the Latin America and Caribbean region is set to install 9 GW of solar PV over the next five years.

“Solar PV is now starting to emerge as a preferred energy technology for Latin American and Caribbean countries,” said Michael Barker, senior analyst at NPD Solarbuzz. “The region has high electricity prices and it also benefits from strong solar irradiation, which makes it a good candidate for solar PV deployment. As a result, experienced global solar PV developers are seeing strong solar PV growth potential in the region.”

NPD Solarbuzz’s Emerging PV Markets Report: Latin America and Caribbean shows that the total PV project pipeline now exceeds 22 GW of projects across all stages of development — with 1 GW of projects already under construction, and another 5 GW of projects have received the appropriate approval to proceed.

The Latin America and Caribbean region was previously home to many small-scale and off-grid solar PV applications, however governments are now looking to solar PV to address large-scale utility power requrements — specifically in Brazil, Chile, and Mexico.

“Many countries across the LAC region have the potential to develop into major solar PV markets in the future,” added Barker. “While project pipelines vary by country, there is a strong contribution from early-stage developments that have yet to finalize supply deals or find end-users to purchase the generated electricity, which presents both risks and opportunities for industry players.”

A number of countries throughout the developing and second-world countries are turning to renewable energy technologies to develop strong, future-proof, and economically efficient energy generation. Such a trend is being backed by major manufacturing companies who are focusing their efforts on these regions, hoping to increase their own profits while fulfilling renewable energy demand. More

RMI and Carbon War Room are working together to help Caribbean islands transition to lowcarbon, clean-energy economies

In 1994 at age 39, José María Figueres was elected president of Costa Rica, becoming the youngest president of a Central American country during modern times. A graduate of the United States Military Academy at West Point and Harvard University’s John F. Kennedy School of Government, his administration focused on sustainable development. Since then, he has served as the chair of a United Nations taskforce, CEO of the World Economic Forum and then Concordia 21, and most recently president of Sir Richard Branson’s nonprofit Carbon War Room. Fresh off travel through parts of Asia with RMI chief scientist Amory Lovins, we asked Figueres about the importance of working with islands, creating low-carbon economies, and how to accelerate transforming global energy use.

Rocky Mountain Institute: Like RMI CEO Jules Kortenhorst, your background spans business and government. Looking at today’s energy and climate challenges, why are market-based solutions — even if bolstered by supportive governmental policies — so important for driving change?

José María Figueres: About 40 percent of global carbon emissions can be profitably avoided today within existing international agreements and national regulations by applying already-proven technologies. RMI and CWR are leaders in helping businesses realize this terrific market opportunity. As we get more capital to flow into financing the transition toward clean energy and lower carbon emissions, we can provide profitable example for others to follow and broaden understanding about these issues at the same time.

RMI: Looking at RMI and Carbon War Room’s collaborative work together in the Caribbean, including the Creating Climate Wealth summit earlier this year, why is focusing on islands so important, given their small contribution to climate change yet great vulnerability in the face of it?

JMF: Working with islands to shift their energy base from fossil fuels to renewables is important for at least three reasons. First, it helps improve the quality of life for island residents, who are burdened with some of the highest electricity prices in the world. Second, such a transition creates jobs, investment possibilities, and entrepreneurial opportunities that render these islands — normally dependent on tourism for the overwhelming bulk of their economies — more competitive. And third, our work with islands can yield shining examples of a successful transition to lower-carbon, clean-energy economies using existing technologies. This will hopefully inspire others to follow in their footsteps, and not only on literal islands. After all, islands need not be surrounded by water. They can be an off-grid mine, a rural community, an isolated military installation, and much more.

RMI: Costa Rica, already known as an ecotourism hot spot and global leader in environmental stewardship, has set a goal to become carbon neutral by 2021. Your energy mix is already almost entirely renewable (mostly hydro plus some geothermal and wind), with an impressively small amount of fossil fuels. As the country embraces diversification with other renewables, such as solar in the Guanacaste region, what lessons can the rest of the world learn from your successes and challenges?

JMF: The first lesson is that renewables are profitable. Powered by renewables Costa Rica has successfully diversified its economy, with a very pronounced and competitive export-oriented bias. Secondly, we are living proof it can be done even among developing nations with scarcer economic resources than the developed world. Thirdly, our experience shows that systemic thinking in addressing these challenges is much better than a “silo” focus.

RMI: What do you see as the most significant barriers that stand in the way of transforming global energy use? With renewables making an increasingly compelling economic case — garnering billions of dollars of global investment, while their costs keep declining, making that investment go further — how can we accelerate their adoption and topple incumbent fossil fuels?

JMF: There is nothing harder than changing cultural attitudes. Most of the world grew up on fossil fuels without thinking of their unintended consequences: increasing carbon emissions driving climate change. Now we must change our habits and practices, and do so within a ten- to fifteen-year window to avoid temperature changes from escalating beyond two degrees Celsius. This requires broadening our understanding with respect to the business opportunities it entails, strong leadership to change present business models, and public-private partnerships to make progress in the short time we have to act.

RMI: With China and the U.S. dominating global oil imports, fossil fuel consumption (especially coal), and carbon emissions, how do smaller countries such as Costa Rica and the Caribbean’s island-nations perceive their place in that landscape?

JMF: Smaller nations face both a great challenge and a great opportunity. The challenge — and it’s not an easy one to come to terms with — is that even if we do everything we can in the smaller nations and reduce our carbon footprint to zero, the world still needs China, the U.S., Brazil, India, and other large players to do more and move faster. The opportunity, though, is for smaller nations to set an example in the transition to low-carbon economies, which hopefully inspires others to follow. Then, the issue becomes one of scaling solutions, rather than proving them in the first place. Smaller nations can become early-adopters proving the case that paves the way for other major world energy powers to follow.

OAS Workshop Seeks to Improve Caribbean Sustainable Energy Projects

20 August 2014: A regional workshop organized by the Organization of American States (OAS) discussed how to improve donor interventions regarding sustainable energy projects in the Caribbean.

The workshop, titled 'Development of Sustainable Energy Projects: Experiences, Strategies and Implementation,' took place on 19 August 2014 in Saint Lucia. The event brought together major donors for Caribbean energy projects with country representatives to: examine current and planned sustainable energy projects; discuss local barriers to commercialization of sustainable energy; identify Caribbean country project priorities and gaps in current assistance; and look at ways to foster collaboration and complementarity between projects.

During the opening session, OAS consultant Christina Becker-Birck provided an overview of the 80+ energy initiatives in the region, amounting since 2004 to around US$129 million in technical assistance and grants, about US$108 million in loans and lines of credit, with at least US$100 million pending and planned.

Philipp Blechinger, Reiner Lemoine Institut, outlined the results of a survey on barriers to the development of renewable energy technologies for power generation on Caribbean island States. Carolina Peña, OAS Sustainable Development Department (DSD), outlined OAS energy interventions in the region.

During a roundtable discussion on learning from success stories and failures, the Organization of Eastern Caribbean States (OECS) detailed its Sustainable Energy Programme on technical assistance and energy labeling. The Carbon War Room discussed its 10 Island Challenge to catalyze private investment and produce a Ten Island Renewable Roadmap/Blueprint. The Caribbean Development Bank outlined the proposed Sustainable Energy for the Eastern Caribbean (SEEC) and Geothermal Drill Risk Facility projects. The EU provided an overview of its support for energy projects in the region, and the Clean Energy Solutions Center (CESC) outlined its technical support.

Can This Transform the Caribbean?

In the immortal words of Montserratian singer/songwriter, Arrow, the Caribbean is “…feelin’ hot, hot, hot!” And, that’s a good thing.

With a little help from Mother Nature, the islands of the Caribbean are learning to harness the power of high temperature geothermal energy beneath the earth’s surface.

In an effort to move away from reliance on expensive, fossil-fueled, diesel-powered generators toward a dependable, eco-friendly source of renewable energy, a number of forward-thinking Caribbean islands are aggressively searching for and identifying alternative sources of power beneath the surface.

Energy self-sufficiency, long sought-after by local governments may soon become a reality for some islands in the Caribbean.

While the road to sustainable geothermal power generation has no short cuts and faces a number of financial, administrative and physical challenges, the rewards can be substantial in the long-run.

Geothermal power produces an environmentally-friendly, long-lasting energy source that can provide electricity at significantly lower cost and, in some cases, may produce enough excess power, exported via submarine cables, to create a revenue stream between islands.

The Caribbean island of Montserrat is among the leaders in geothermal exploration.

It is also on a mission of rebirth from the devastation caused by the eruption of the Soufrière Volcano in the mid-1990s which destroyed the capital town of Plymouth, left more than half of the island’s residents homeless and covered more than 30 percent of the island with lava and ash.

Today, Montserrat has plans for a new capital town, a new port, a vibrant hospitality and tourism industry and the regeneration of private enterprise equipped with a sustainable infrastructure. Geothermal power will play a major role in this transformation.

Ironically, the same geological forces that created the Soufrière Volcano will now be harnessed to power the island’s electricity grid from a geothermal source. Iceland Drilling Company Ltd., a leading high-tech company in the field of high temperature deep geothermal drilling, has successfully tested two geothermal wells on Montserrat and the foundation is now in place for a third well backed by the UK government, part of its continuing support for the British Overseas Territory’s Master Plan for Growth.

It is our hope that Montserrat’s geothermal resources and sustainable, “green” energy infrastructure will attract environmentally-conscious developers and investors as “founding fathers” of our new capital town.

Ultimately, “going green” in Montserrat may help the nation move to the forefront in eco-tourism while driving a self-sufficient economic future.

In Dominica, geothermal exploration supported by the European Union brings with it the hopes of clean energy generation sufficient to supply the entire island and provide electricity for export as well.

Nevis, another volcanic island, is hoping to become a regional supplier of power to nearby St. Kitts, among others, and has said it intends to begin exploratory well-digging at various sites around the island.

Geothermal power has the possibility of transforming the Caribbean.

It will allow for a rise in the standard of living, an increase in job opportunities and a cleaner environment for residents and visitors to enjoy.

If nations can reduce, or eliminate, their reliance on expensive, environmentally harmful fossil fuels, they will not only pave the way for energy independence but also create an attractive environment for investors to support sustainable practices and economic development that will benefit the entire region.
